An innovative mitigation activity to close the gap in access to clean energy

Under the National Clean Energy Programme (NCEP), the KliK Foundation aims to establish a scheme to foster access to clean energy. To this end, the activity supports investments into solar PV installations for households and the commercial sector for captive use.

Triggering investments through subsidy and performance-based payments

In Ghana, investment in clean energy technology is limited. A major barrier to investment is the perceived risk and the resulting unattractive lending conditions. Even if individual measures could be financially viable, access to finance remains difficult.

Ghana ties its NDC pledges under the Paris Agreement to its long-term development agenda. While its unconditional pledge targets forest management and energy production, other areas are addressed by its conditional pledge and therefore depend on international support. Access to clean energy will therefore not be addressed by Ghana under the Paris Agreement unless it is supported by international cooperation. NCEP will operate within the conditional perimeter and generate emission reductions beyond Ghana’s unconditional NDC agenda.

The mitigation activity supports investors, who will mostly be residential homeowners or companies that want to generate electricity for self-consumption. The support will be twofold: 1. the activity will provide a subsidy upon successful installation of the plant, and over time, performance-based payments will be disbursed for the achieved emission reductions. 2. this approach makes investments financially viable and offers sustained benefits from clean and affordable energy. The KliK Foundation aims to operate a fully digital MRV system for each solar PV installation.
