For KliK Foundation, there were many powerful moments at the UN Climate Change Conference in Dubai. COP28 gave our four-member delegation the opportunity to meet with mitigation activity developers, technology providers and governmental institutions in partner countries. In several side events, they shared experiences on the cooperation with developers and activity owners under Article 6 and supported mitigation activity types.  

We are particularly pleased with the signing of two new bilateral climate agreements under Article 6.2 of the Paris Agreement between Switzerland and Chile, and Switzerland and Tunisia. The KliK Foundation has prepared websites for both countries Chile and Tunisia. They can be used as a basis for communication regarding the development of greenhouse gas mitigation activities. A call for activity proposals has been launched for Chile. 

Further multilateral guidance from COP28 on Article 6 would have been helpful. However, Article 6.2 as a party driven cooperative approach remains operational and can be implemented in accordance with the guidelines adopted at COP26 in Glasgow and COP27 in Sharm El Sheikh in 2021 and 2022. The KliK Foundation continues to play an active role under the bilateral climate agreements that Switzerland has concluded with partner countries to jointly implement Article 6.2 of the Paris Agreement. Nevertheless, it is to be hoped that the negotiations in 2024 will bring further clarity and trust for international carbon markets.

National Frameworks as a Basis for Successful Article 6 Implementation (official side event):

Several countries are currently establishing their national Article 6 frameworks and engage in bilateral cooperation under Art. 6.2 PA with Switzerland. International experts presented and discussed major achievements such as work on frameworks, first authorisations and ITMO transfer.

Global South Leadership in the Capital Markets for Climate (Senegal Pavilion):

The side event focused on how capital markets could be used for the development of carbon markets in the global south.

Morocco’s Experience in International Carbon Markets: Readiness and Operationalisation of Article 6 (official side event):

The side event highlighted Morocco's experience and lessons learned in the development of international carbon markets. It focused on Article 6 governance, including the Article 6 roadmap and institutional infrastructure, and explored the central role of Article 6 in supporting NDC planning and implementation.

Mobilizing Financing to Scale up Off-grid Energy Access in Mozambique – The Special Case of Mini-Grids (Mozambique Pavilion):

The side event discussed the mobilisation of financial resources to achieve Mozambique's off-grid targets. It focused on Mozambique’s improvement of the local off-grid energy market by elaborating on a set of plans and regulations specific to mini-grid development.

Ghana-Switzerland Event on Article 6.2 of the Paris Agreement (Ghana Pavilion):

The Governments of Switzerland and Ghana signed a bilateral climate agreement in 2020. The session looked at the journey from the start of cooperation to the first authorisation at COP27 and the rapid expansion of the project pipeline in 2023 andfocused on lessons learned, achievements and strategies to address challenges.

The Landscape of Article 6 Implementation - State of Play and Key Developments (IETA Pavilion in the Blue Zone):

The event launched a recent study study called “The landscape of Article 6 implementation”, and discussed selected findings with expert panellists from governments, private sector and providers of Article 6 capacity building.

Avoiding 0.1 Degrees Celsius with “Green” Split Air Conditioners (Ozone to Cool Zone, Montreal Protocol Pavilion):

It is estimated that highly energy efficient ACs using R290 can reduce global warming by up to 0.2 degrees Celsius. Incentivising stakeholders with sustainable financing instrument which considers carbon finance provided under Article 6 (Art. 6) of the Paris Agreement may accelerate the market introduction of Green ACs. The side event focussed on “Green” split ACs using the natural refrigerant R290 and being very energy efficient. How to leapfrog to highly efficient AC units with natural refrigerants?
