Africa Climate Solutions (ACS), acting as the Coordinating and Managing Entity (CME), is responsible for structuring and managing SR500. In partnership with the KliK Foundation and the Moroccan and Swiss authorities, ACS has structured SR500 as a programmatic framework to aggregate grid-connected rooftop solar photovoltaic (PV) systems across Morocco’s commercial and industrial sectors. Each installation will be below 3 MWp, but together they are expected to deliver 500 MWp of new clean power capacity by 2030.

ACS will also oversee implementation and operate the Monitoring, Reporting and Verification (MRV) system to ensure that all emission reductions are transparent, traceable, and independently verified by accredited Validation and Verification Bodies (VVBs).

By mobilising around USD 500 million of investment, SR500 will accelerate rooftop solar adoption in Morocco’s private sector, helping companies generate clean electricity, reduce reliance on fossil fuels, cut GHG emissions, and reduce pollution.

Although rooftop solar PV is a mature technology, its deployment in Morocco’s commercial and industrial sectors has remained limited and fragmented, as companies often face two major obstacles:

  • Financial barriers: high upfront investment costs

  • Technical and organisational challenges: limited capacity to design, implement and maintain PV systems.

Morocco and Switzerland signed a bilateral climate agreement at COP27 in Sharm El-Sheikh in November 2022, creating the legal basis for joint mitigation activities. The agreement ensures that all projects meet the highest standards of environmental integrity, contribute to the Sustainable Development Goals (SDGs), and safeguard human rights.

The Ministry of Energy Transition and Sustainable Development (MTEDD) has played a central role in ensuring that the programme operates within the national regulatory framework and contributes directly to Morocco’s broader decarbonisation goals.

The authorisation of SR500 was granted after Morocco confirmed its additionality – meaning the GHG emission reductions generated by the programme go beyond the country’s unconditional Nationally Determined Contribution (NDC), the target Morocco has pledged to achieve with its own financial resources. SR500 thus contributes to the implementation of the country’s conditional NDC measures, which depend on international carbon finance and cooperation. Morocco has also committed to making the necessary corresponding adjustments in its national emissions registry, ensuring that reductions are not counted twice – once by Morocco and once by Switzerland.

With the Mitigation Activity Design Document (MADD) and supporting evidence, ACS demonstrated that carbon revenues are essential to make the programme financially viable at scale. Documentation is available on Switzerland’s official registry. The Internationally Transferred Mitigation Outcomes (ITMOs) generated with financial support from the KliK Foundation will be transferred in line with the bilateral climate agreement and counted towards Switzerland’s NDC targets.

SR500 thus represents an innovative model for cooperative climate action under Article 6.2, delivering measurable avoided emissions while supporting Morocco’s clean energy transition.
